Q: Is this small enough for sock feeders?

No, I don't think most of this seed, if any at all, would fit through a sock feeder. Sock feeders are mostly for thistle seed. There is a lot of millet in the Higgins mix, but I don't think it would fit through. Just guessing here as I have never used a sock feeders. Best of luck.

Q: Is this mix ok for wild birds, outdoor feeders?

I have used Higgins for my indoor birds (society finches, zebras, and diamond doves). In my opinion it is a very high quality seed, and yes it is perfectly suitable for wild birds, but I would not use it for outdoor birds as it is too costly. There are many good birdseed mixes out there, especially at farm supply stores like tractor supply. If you can't go outside to shop you could also order from online pet supply places like Chewy.
