Q: Does this really fit Costco double roll? 4.5" opening is an inch smaller than I measured actual roll.

Q: Would this work to hold the bottom of a plunger?

Hi Renee, It could work if the inner diameter of the opening (5.5 inches) fits your plunger. However this basket has not water catch. so your brush would drip onto the rattan which is not water tight. I cannot recommend it for the use you intend, but it is certainly your decision.
