Can it be installed safely into the dashboard?

I did with mine. I just drilled a small hole a little smaller than the size of the LED into the dashboard and pushed the LED thru it from behind. Works great and very visible when turned on.

What is the distance between the tip of the bulb to where the wire can bend 90 degrees? I am trying to install this in a fake button faceplate.

If you bend it carefully, you can bend the LED bulb "legs" right as the exit the bulb. I just measured it with calipers: The tip of the bulb to the bottom of the base is 8.5mm. The wires, after being bent, will add about 1.5mm, so total distance would be 10.5mm. Note: the legs of the bulb are a soft metal that is not really meant to be bent. So consider this as a one way trip, i.e. bend them once, then don't bend them again or try to bend them back straight, otherwise they are likely to break. If you want to play it safer, then don't bend the legs, and don't bend the little resistor that is hidden inside the heat shrink (you can see little bumps there). Start bending at the bottom of the heat shrink where the real wire starts. You won't have any breaking problems there at all. That distance is 25mm from the tip of the LED bulb. Can you leave it on in a dummy alarm box,or does it need to be turned off.

Yeah, sure, you can leave it on 24 hours a day for 1.5 years if you want. It will just keep blinking and blinking. We also have another product that is a fake alarm security keypad that blinks for a full 2 years on one set of batteries.

can I add an on/off toggle switch to this?

It already has an on/off switch. The switch is located in the black box; you can see it on the main product image. If you wanted to add another switch along the wire, that should be fairly easy to do.
