I believe it is 10 X 14 inches. That is the largest arches 300 lb watercolor BLOCK paper pad I’ve seen.

Can both sides of 300lb cold-pressed paper be used for Watercolor?

Yes! Whatever side of paper of the paper you prefer. 300lb. Water color paper is quite heavy so less likely to buckle.

This is 300 lb water color paper. It isn't measured in thickness, whether inches OR millimeters. It is just as thick (or just as thin) as all other 300 lb watercolor paper. The only way to tell how thick a sheet is would be to put a micrometer on it. All that said, it is not _very_ thick--perhaps about as thick as stiff poster board.
