That is herbal tea packets, use it as you would use any tea bags, has instructions once you open it.

How do I use for hair because I don’t see directions for using on package. Do you use shampoo/ conditioner along/before/after the product?

This is an alternate option for shampoo. You have to mix this with other ingredients to make an mixture and use it instead of shampoo.
