Would these be cool in the heat?

They are light and not too tight. Once you settle in they don't seem to "bind" as much as others. Of course when it's 102 with 80% humidity you will sweat...just adds to the glisten :) I really like the seamless feature, no show seams. There's one that starts with an F that I like a little more

Does it run/tear like any cheap pantyhose that you buy and some drugstore ?

Honestly, you would better off getting these from a drugstore. I didn't make it out of the house before they ripped and tore! Thirty bucks down the drain! If you don't believe me, take at look at the 1 star reviews.

Is there any backing on the waistband so it stays up

There is no problem with the waist band. Everything stays where they are supposed to stay
