Will this fit my 7 year old?

We used it on a one year old and just safety pinned the excess to make it fit her head, so you could do this for any size. It's definitely big enough for a 7 year old.

Will this fit a baby?

You'd have to alter it to fit a baby. My 4 year old has a very large head for his age and it was a little big on him.
