What material are these made from?

They are made out of a molded plastic. Also something you should know is that they are not as large as you would think. Overall they do the job and I am satisfied with them.

Does anyone have suggestions for making these tighter so they dont slip backwards?

I wrap my hair around it and clip it

Mine came with a stip of velcro. What is it for?

Not 100%sure but it might be so you can secure it to another headband or something for more stability or something. I dont even know where I put the strip hah i just used them without

Previously bought and returned these two years ago. Are they still coming broken and one horn in the wrong direction?

I can’t speak on how your package will come because things get damaged in the mail all the time, but when I received my set of horns all the horns were in the right direction. My set was not damaged either
