6.5 US size is equivalent to 23.5 JP size (cm) for women's shoes.

Are these water-resistant or waterproof?

Water resistant—somewhat. OC makes a waterproof version. I have them both. They fit the same and I love them both; but. I’d choose my waterproof pair if there were a prediction of rain.
