They stuck to wooden wands I purchased.

Are these waterproof?

They don't stick well on dry items and it's only logical that they would be worse on a wet surface.

Do they stick to construction paper?

They should. They're sticky backed.

Are they narrower than .4 inches? I'm wondering if they'll fit well on a popsicle stick craft.

They don't stick well on a smooth, dry surface so I don't think they would stick to an unfinished wood surface very well.
