Does anyone have any experience with flashing this router to dd-wrt and using nordvpn as their vpn provider? any success?is there a lot of throttling?

I don't know about the AC1200, but I flashed my WRT54G and it worked fantastic. Be sure you have the version # and that it matches the firmware before you start or else you might brick it. I tweaked it quite nicely and never had any issues with it.

Can this send an alert (text or email) when a new user connects to the network?

Will this router work with Charter broadband?

It should work. Just plug an ethernet cord into one of the ports on the charter modem and then the other end into the "Internet" port of the router and you're set!
