can it be a wired one?

No, it's wireless or bluetooth.

What do you use to charge this.? It says not to use a cell charger.

I use a standard micro SD charger. No issues at all! I would say to be safe avoid a rapid charger as this device doesn't need much power.

Can I use it while it is charging or do i have to wait until it fully charges to use it?

Dear customer, you can use it while charging as long as you keep the USB receiver plug in your laptop or computer. Please note that do not use the fast charger to charge the mouse.
