Does this make putty, or is more of a resin? Can it be used to patch holes/cracks in metal underwater? Thanks.

It makes a non/sagging strong epoxy putty. It can be spread smooth with heat or using water to help smooth out. It is a great product that served me many used from filling in old holes on fiberglass boat to fixing my yamaha 4 stroke outboard motor water jackets saving the motor. It has served me many other countless uses for stuff around the house also. Really good stuff!!
