Is the filter accessible and washable?

Yes it is. The filter is in the back of the blower. Unscrew the back and there it is. Make sure the filter is completely dry before putting it back.

Is this dog dryer suitable for small dogs? Will the wind be too strong.

You can adjust the wind speed and the heat. In the case of my Chihuahua, using a lower wind speed is fine, and this pet blow dryer quickly.

How many different wind/blower settings does the efgk have? my dog freaks at blow dryers

It is fairly quiet. It has a dial low to high. No number settings. The hose is long enough to put the unit further away. Start low and gradually increase. Has a cool function and heat function. Both my dogs prefer heat.

Can this dog dryer be used when the dog is dry?

Yes, you can use dog blow dryer anytime. I usually blow on my dog's shaggy hair with it.
