Can this be used to start stop a 12 volt bilgewater pump? Or do I need an intermediate relay?

You will need a relay. It will not provide enough current to run a motor.

Only works when I touch the metal body of the switch, then the light comes on and sensor works. Is it defective?

Check your ground and make sure the power supply is on a separate circuit from all other devices and not on common ground. This Prox switch is sensitive to electronic noise interference.
