Does this kit come with instructions? How to?

Yes it comes with instructions, very good heavy duty kit.

Where do I reorder the vulcanizing tire plugs? I went to the ARB website, but could not find the plugs.

Go to Amazon and type: http://www.amazon.com/Heavy-Repair-Plugs-Monkey-Grip/dp/B001B5E3BU/ref=sr_1_10?ie=UTF8&qid=1411516195&sr=8-10&keywords=Tire+plugs

Are they still manufactured in China?

Yup just got mine and it's made in China should have just bought the other one for half the price
