How do you get the cleaning liquid absorbed by the pad? The water bead just sits on top of it the whole time.

Mine did the same thing. Make sure the stylus drops in the center of the bead and you know it will get completely wet. During vibration I have to believe some of liquid will penetrate the pad. Just know that it does clean very well even if bead appears not to penetrate at all. I checked results with a high power magnification and the process did a great job. Try lightly wiggling a small tool like tooth pick on pad at the bead. That should help liquid to penetrate.

Does the stylus cleaning fluid have any alcohol in it?

No I believe it is mainly distilled water I don’t believe there’s any alcohol in it

It looks like Hudson HiFi doesn't sell replacement stylus cleaner??

I have not been able to find a replacement bottle for the cleaner fluid. However, considering the total cost of the kit and how long the included bottle will last (one drop per cleaning), it is still worth it compared to a german brand alternative. The competitors replacement cleaner fluid cost as much as the entire kit from Hudson Hi-Fi
