It isn't but I put it on my window and you can see the colors through it! Definitely not as vibrant as the outside but still pretty!

can you print an image onto this paper?

I dont think it would work very well pretty sure it mainly for cutting and making stickers

Permeant vinyl will damage the wall if applied directly to paint. There are lower tack vinyls available that would be less likely to create damage.
