Can the focus be locked at the widest point?

Not locked but the head that adjusts is quite tight on and takes a bit to turn it meaning its not going to slip onto a small beam.

does it come with a belt pouch ?

No. They used to give you a belt pouch, but now it seems to be a separate sale item...

The header states that this torch is rechargeable, but thete is no mention in the main description. Is it rechargeable?

The Ledlenser TT police tactical torch that I bought was not described on the Amazon site as a re-chargeable torch when I bought it. It is not a re-chargeable torch and am not sure if Ledlenser actually make a re-chargeable version of this model torch. It’s a great little torch anyway, and if you are prepared to buy a non re-chargeable torch, I have had several and would highly recommend them.

Whats the bit sticking out near the end ?

Its a rigid shape, so that you can place the torch on a horizontal surface and it doesn't roll.
