No, it's not specific to this item, it will not wear out after a certain amount of time. I think the subscribe and save is an Amazon thing. I think you get discounts if you buy a certain amount of products regularly each month.

Will this work on wool coats?

I use it very often on our wool blankets and it does not damage the fabric. I say this cause sure it works on wool coat ( I use it a couple of times) but more delicate or expensive items may suffer from the aggressive treatment.

Will it remove human hair from the carpet that's clogging up my vacuum cleaner?!

Definitely this will remove almost all human hair on carpet;use it every day for this purpose

is it ok to use on settees?

Depends on the type of settee but in general yes. Just use it softly on a non visible part first just in case it's made out of some material that easily snags or pulls. I've used it on a silly jumper so you should be fine. It's great btw. Use it to remove white stray dog hairs all the time from a black jumper
