Can this be used on dry hair too?

I often do or just damp my hair with a flannel. I only use on the crown of my head and spray right into the roots. I then scrunch that section of hair , leave for a few moments and then lift with fingers and brush. This works well on my very fine and thinning hair leaving with much more body. In fact some people have thought that I had had a blow dry. I am really pleased that I have found such an easy way to make my hair look younger and more voluminous

Does this hold the lift without using hairspray

Yes really does what it says gives really good lift
