Can the container be refilled with oil when empty?

You can refill the bottle. You will need a small flat bladed screwdriver to lift the lower part of the metallic ring that holds the dispenser onto the glass bottle. Work your way around until you have lifted it so that the dispenser slides off the bottle. Fill the bottle with olive oil, replace the dispenser on the glass bottle then use a wire crimper or something similar To bend the metal back under the rim of the glass bottle top.

How do you actually use this?  Do I just spray it in my ear and leave it or do I have to tilt my head for a while?..

Probably depends on the shape of your ears - they vary so much!  I tilt my head and pop a little tissue plug in to stop it trickling out.  Because of the weeks and weeks it takes to get an appointment to have mine 'vacuumed' in hospital I bought an Earpal (http://www.earpal.eu/) and they are gr8. Good luck!

Is the container refillable, or do you have to buy a new one when it runs out of oil?

No, it's not refillable, but by the time you run out, it'd be hygienic to buy a new one anyway; it lasts a long time.

when you spray this product, does your ear feel wet or sticky afterwards?

You don't actually spray, despite what it says on the box... it's more like droplets. The nozzle gets right into your ear though and one pump is enough to deliver enough oil to do the job. It feels wet initially and as I was using it just before bed I used cotton wool to avoid it dripping onto my pillow. I was using it twice daily for a week before having wax removal performed and I found the nozzle excellent.
I believe that the bicarb drops make the wax very sticky.
