Basal bark herhicide treatment-Mix this with bark oil apply at base 14" up a 6" dia trunk will this product kill the bush

Depends more on how thick the bark is. I kill large 10-12 inch mulberry trees not by spraying the truck but by spraying up higher where the truck split into branches and the bark was thinner and looked more like young saplings. I used more than recommended to be sure it worked but it wasn't necessary, the trees literally wilted by next day and the entire trees were brown within a week. You can also use an ax to cut into the bark then spray the wounds. there are YouTube vids showing how. Be careful around plants you don't want eliminated, any over spay will kill everything it lands on.

How long does this product stay in the ground before you can replant? Does it travel in the ground?

This is an effective herbicide for woody type plants and trees. It is not recommended for any ground contact as it is mixed with diesel or similar oil. It WILL leach to adjacent areas and has a very long life while in the ground. If you are looking for general shrub and weed clearing so as to replant quickly then you should use something like Glyphosate (Roundup). Glyphosate will quickly neutralize if ground contact is made in a matter of three to four days where as several months or longer if you accidentally spill Triclopyr or similar product on the ground.

What's the difference between triclopyr 4 ec and triclopyr 4 e?

This is 61.8% the 4 does not mean 40 percent of active ingredient, I believe it means it's the fourth formulation but I'm not positive. The E means esther which will work better for basel bark treatment.
