Would it be any good for dealing with really awful Artex ?

Would this work over a textured 70's wallpaper?

I have only used the Everbuild Fillcoats Filler on stripped down walls, if your textured wallpaper is well attached it should be OK, but don't over stretch the roller as any loose paper or flaking paint will pull away.

Would the product cover minor dings in walls i.e 1-2mm deep?

Only if it is no more than 1-2mm this is mainly to cover cracks any parts that have been filled.

We have stipple on our walks will this cover and make smooth

I don't think it will. I purchased to try and smooth over a few small minor dents and It seem to make my walls worse. It's so thick it goes on patchy. We ended up having to sand down these areas after using this.
