Are there apps for controlling this on IOS?

ArduinoBlue app works fine. Pairing it to a phone is very straightforward. You need this module to talk to a microcontroller for it to be able to do anything useful though.

Could i use this to control 2 stepper motors from a uno r3 board?

You can't control the motors directly with this but you can use the bluetooth module to communicate between the Uno and the stepper motor control shield for control purposes.
