can this be used as a liquid white application for oil painting?

I’m not sure, if it’s for prepping your canvas then it’s a definite yes. I tend to use gesso for prepping stuff. From the canvas I am using to all the items I have added to it for a mixed media project. Before I add paints, mists, gilding wax etc. I also use it on a finished piece to tone down the finish. I tend to watch maremi small art you tube videos which helped me out a lot.

Can this be used on canvas before i use alcohol inks ?

Yes, if they are acrylic inks anyway. I often use these on a primed surface. Have a practice first.

Yes can be used on all surfaces

Can this product be used as an under coat for a car and would i be able to use thiners for spraygun

No you cannot use it for a car .. it is for artists to prime a canvas or mixed media project . You would need a special primer for cars
