Q: Is there suppose to be a powdered substance on the chews?

I'm not sure what you are talking about a powdered substance. They are soft chews and if you squish them they they become flaky. I would say what you are seeing is the substance on the chew. If it's any other color than a brown substance then I'd contact the company

Q: are these supposed to be chewy and moist? the ones I received are really dry and crumbly. are they fresh?

My previous order was dry and crumbly. My dog still ate them. The order I received recently weren't really moist but hey weren't crumbly till he bit down on it. My dog enjoys them. I got them in the salmon flavor. I got the immunity, digestive probiotic, and allergy
