Yes you can. If you hold the punch upside down you can cut precisely where you need to.

How far away from the edge does the 1 1/2 inch circle tool punch please? Thanks!

I do not have the 1 1/2" punch. The 2" punches 1/2" from the edge, the 1" punches 3/4" from the edge. So I assume the 1 1/2" punches 5/8" from the edge.

I bought this punch in July 2017 and after just using it a few times have found it jams and ruins my paper. What can I do about this?

I use mine on card and find it works really well, may be your paper is to thin ! may be!
