What are the small pieces of wood that come with the canvases used for?

Google the phrase "canvas stretcher bars", then click on the 'videos' tab and you should get a few instructional YT videos coming up showing you exactly how to use them. I realise this is some considerable time after you posted your question, but I thought I'd pop this tip here for the benefit of anyone else who has the same question as you did. 😊

Can you draw on these with just pecils

Canvas has a texture that might not suit drawing in pencil. Depends what effect you're after. I personally would prefer drawing paper. If you're painting on top of a drawing, then yeah, so long as its not too dark. I'd experiment with a few coats of gesso, sanded inbetween and that might give you a smoother finish.
