Hello, I’m 21 years old since I’m a woman what size of this jacket would fit best?

That really depends on how tall you are and how wide you're shoulders are

Does Hoodie have drawstring

No, it does not have a drawstring.

What size should I get for 8 year old girl? Looking for a size 8/10

My 11 year old fit perfectly in the XL. The XL says 12 on it. So maybe a M if you want it more fitted or L if a little room to grow in.

What size is xs in a boys hoodie?

I purchased a medium for my son who wears size 8-10 clothes and it fits him comfortably length wise. An xs would most likely be 5-6.
