Personally I would look at their heat resistant range for an exhaust.

Can l spray this directly onto hammerite black paint ?

Yes as long as you don’t have any paint that is flacking off what you are spraying and you would have to give it a couple of coats when spraying

Can I use this on the body of my car? Going to wire brush the rust down and then use this?

Hammerite can be used on any metal and will cover light surface rust for a while. Rust on a car body should be removed down to bare metal then treated with a ‘rust cure’ product before using a body filler / colour match spray paint.

suitable for car wheels without the need to undercoat or sand?

Technically it would do the job, but it’s not going to be the most professional look. Maybe get a scrap wheel to try it on before deciding whether to apply it to your pride and joy
