The orange rotopax is 2 gallons like this one. What makes this one worthy of an additional $10-$15?

It doesn't. But it looks stealthier, spray painting the orange one failed miserably. Overpriced storage only buy it if you really need this particular type of storage and mount.

I have a unused red rotopax fuel. Would it be safe to use for drinking water only?

The red is for gasoline, it is not intended for storage of drinking water. Regardless of what others tell you, there is a different plastic used in the different tanks, the red weighs about 1/3 more than the white. The colors aren't just for looks, they are a different composition.

Is this a 2 pack? 2, 1 Gallon storage units that connect?

This is ONE container, the size is 2gallons. Again this is ONE container. If you buy 2 of these containers, they can connect together for a total of 4 gallons worth of storage.

Can you connect two of these together ?

Yes you can. they connect and they come with a plastic clip you can also add on to the side to make sure they stay together and dont jiggle lose.

Poor Quality

Considering the price and the fact it was being fitted to a new vehicle, this item is poor quality and substandard. I also had a ridiculous explanation from the supplier as to why the item was marked/scratched.
