Can you use this on your parting/scalp, does it leave hair greasy?

I've used P20 for donkey's years but not on my scalp, it would stain hair a bit, I always wore a cap. It can stain certain fabrics, after applying best to let it dry in for a while and like many creams/oils can feel slightly greasy if not allowing time to soak/dry in.

What's the difference with this one and the other one which is £10 more expensive?

No idea but I can say this one was brilliant.
