My hair is white that is yellowing. What can get yellow out, no purple.

Vinegar Rinse to Whiten Gray Hair
Mix one tablespoon of apple cider vinegar with one gallon of water.
After shampooing your hair, rinse your hair using the vinegar and apple cider mixture.

Work it through your hair and rinse well with clean water.
Condition with a conditioner that is white and style as usual found this on the internet

There’s also one with hydrogen peroxide

Mix equal parts of 3% hydrogen peroxide, water and your favorite conditioner in a spray bottle.
Spray clean, damp, non-conditioned hair with the mixture.
Comb through the hair with a wide-toothed comb or pick. Leave on for 15 to 20 minutes before rinsing.
Repeat once a week to prevent buildup.

I have medium brown hair with natural blonde highlights. Will this enhance the blonde areas of hair (make it a bit lighter/brighter?

It will not lighten your hair at all. It tones your hair (which is to say it adds the opposite color on the color wheel and sort of neutralizes that tone). It's meant to remove warmth, so imagine you are removing the warmth in a photograph in your phones camera application. If you keep removing warmth, all the colors will start getting cool, bluish, even grayish. That's what this does. So the result will not be making your blonde highlights lighter in anyway, on the contrary, they may seem just a little darker and won't be sunny; they'll be more beige.

You dont have to use both IMO, I started with only the conditioner, I was using Aveeno blackberry & quinoa shampoo(which I've been using) with it & I did notice a difference, less brassiness for sure.
