Q: Can these be cut if they are velcro closure? We have a custom rail that would need sections of the cover. It is not continuous.

I cut mine with a good pair of scissors and it came out fine. The Velcro works well on custom railings and held up over a year in the hot Florida sun

Q: The semi-submerged part is very soiled and I try cleaning it with no success. Any suggestions?

I do not have a long one as in the picture. I have never cleaned mine. I feel these covers are not that expensive, I'd just buy another one. Keep life simple

Q: My handle measures 6 inches around. i see this is for 1.9 inches. am i measuring wrong???

The 1.9 inch refers to diameter not circumference. The 1.9 is standard size.

Q: Can it be cut to fit?

I would say no…because of zipper.
