Im giving it 5 stars because amazon got it to me so fast. Otherwise, snooze of a book.

My copy arrived with lots of annotations notes from the past user. Should have been a steeper discount given the amount of ware on the book. Wish I could have found a new copy.

Good book if you’re curious about public policies, paper was average.

If you like theory this is for you. I'm more of a practical person so I this book was a labor to try to read. I had to purchase it for a class, but if it weren't required I wouldn't have bought it.
