Can I use a Vol 20 developer with this?

Is the smell as strong as the liquid toner? Those make my eyes water from the chemical smell

Not really, U should be only using 6 or 10 volume creme developer. Less damaging.

How do they differ between Polar Ice and T18 I have always used T18?

Our Wella Colorcharm Permanent Liquid Toner T18 Light Ash Blonde and Wella Colorcharm Brass Neutralizing Permanent Crème Toner T16 Polar Ice are both permanent hair toners but are differentiated in product form. The Wella Brass Neutralizing Permanent Crème Toner T16 Polar Ice is a cream and is squeezed out of a tube. It also has a different fragrance and a different shade result than the Wella Colorcharm Liquid T18 Light Ash Blonde. The Wella Colorcharm Brass Neutralizing Permanent Crème Toner T16 Polar Ice has silver undertones, whereas the Wella Colorcharm Liquid T18 Light Ash Blonde has violet undertones. Additionally, the 10 volume Wella Colorcharm Cream Developer is used in a 1:2 ratio with the crème toners while for liquid toners it is advised to use the 20-volume Wella cream developer, but can still use 10 volume if you desire less of a lift.
