Does this kill gnats and can I spray it directly on the soil?

Yes you spray it directly on the soil I have a Gurber Daisy so I sprayed the soil and the leaves. It did just fine. And the bugs are gone. It took two applications about a week apart, but so far so good.

Will it kill fungus gnats (all stages)?

Yes. I sprayed once a week for just two weeks and they are gone.
