This was purchased for a Halloween costume and fits nicely. It comes in a shrink wrap packaging, but once you open it and let it sit for a while, it becomes a perfect size. Very nice tutu considering the price.

Super cute, great value and my kids have used it multiple times. The fabric is not scratchy and waistband has good elasticity. There was no smell upon opening the package. (As some reviewers mentioned a bad smell).
