1. rechargeable batteries go bad after a year or so. can i replace them? 2. if batteries are bad can pump still work by connecting it to 12v car jack?

I don't think you can replace the battery you have to but the whole thing again in case of the battery died , 2-that I don't test yet but it's really take time to pump the tires
