72 to 80 balloons it depends on how big the balloons are

You can use balloon rings or direct the balloon to cross the arch, you can search on YouTube how to make balloon arches, it's easy to make a new arch.

How long will it take an amateur to build this arch? (Rough estimate/Multiple answers/comments welcome/appreciated)

This was my 1st time building it and it is very simple. All you do it insert the poles. There are strings in the middle that holds in together. So all you have to do is put the poles together. It is 1 piece.
