Would the large size fit a border collie?

My 23kg Labradoodle wore these but I found them tighter then other brands I have used & she is quite a skinny dog. Hope that helps.

What size would fit a Jack Russell terrier 1yr old tia

This size will be fine my dog is a normal size yorkie same size as Jack Russell

Would the medium to large for a German shepherd about 28 kilos

Don't think you should buy this item for a German shepherd I think those ones are for small dogs ONLY. I bought large for a Staffordshire terrier and it never fit.

What's the waist size of toy? Is it smaller than XS?

Depends of the size of the dog! I used them for my yorkie which has 5 kg! Not a toy! But is adjustable! Anyway, I've switched on normal baby pampers! More affordable as my girl us old and suffer of incontinence
