Is this oil or water?

It is a gel consistency. Water based. Foamy after adding water.

Why the product doesn't have any seal? (Neither package or bottle). It looks fake to me. How did you receive yours?

i got thw product from their website and sephora but it seems the bottle here in amazon is different. i ask agent from amazon if this is genuine and advice me to return. i dont know if this is fake or not because it is shipped and sold by the amazon.
