Are these suitable for a 2year old child

I bought these for a 4 year old a they helped her not sure about fit for 2 year old and they are not the easiest for kids to walk in they have to walk putting there feet out to the side... Can't walk straight cause the catch.

Will they fit my 4tear old size 7-8 feet?
