5/16 or 4/27 length /diameter ??on package it is showing one and in description it is other

These are slightly less than 5/16" in diameter to allow it to feed smoothly through the glue gun. the .27"/6.8mm is the accurate measurement for the diameter.

Are these effective in exterior applications?

I would not use this for exterior applications. This is better used on small arts and crafts projects

Had crafts involving christmas lights melt bc after the christmas lights were on awhile the glue warmed and became soft will these hold up tothat?

They’re standard glue sticks so they will probably melt in the heat.
