What kind of strap is best to keep the tires in place?

I use ratcheting straps and it's a game changer specially if you live on a hill like me. To the person who did you don't need straps they better know how it feels to chase down a tire down the block even if it's properly stacked

can you stack 4 rimless tires that are 28" in diameter on this?

If 28" is you tire outside diameter, you should be able to, as this dolly is 25" in diameter. So they would overhang 1.5" on each side. You might need to strap the down to the dolly though, as uninflated tires will be more unstable when stacked.

Will a set of 19 inch wheels with mounted tires fit on this?

Yes, I have a complete set of 19“ tires (255‘s & 275‘s) and the Dolly works great. Easy to move around on a concrete floor

My tires are 315/40R21 can I fit them in the dolly ?

I have 19” wheels (x4) on my dolly & intend to put my 21” wheels/tires on when (in winter) I switch out to drive on the 19’s
