Is this to just seal the chiminea or will it colour it. A friend has given me hers but its in need of painting. It's terracotta.

It is to seal it. The terracotta will darken ever so slightly. I’ve used this to seal the terracotta and then after 24 hours I’ve painted over it and not had any problems.

So this sealant is just applied over the outside of my already painted clay chimenea. Does this dry matt?

I applied it on untreated terracotta and it dries matt, it soaks into the clay. I would assume if the paint is not creating a barrier and the clay is still porous then it will dry matt.

Do you use it on both inside and outside?

90% sure for external use only. To seal the inside you need to have a couple of 'smaller' fires first before proper use to seal as the smoke/soot is a natural sealer. Manufacturers advice, not my knowledge. I would highly recommend this as is doest the job. Also make sure well protected over the winter. We didnt do this properly and lit and fire - majot cracks appeared so noe looking for a solution to fix it!

If my chiminea is bare clay should i apply this and then paint over it or vice versa?

Use it first, if you paint first the paint will seal the chiminea and the Chimseal then won't penetrate the clay, which it needs to do.
