Are the bags removable?

The cape is removable from the harness, but the bags on the cape are sewn on.

Does this come with patches ?

I think mine only came with the red one tigris small patch. I bought all the other ones I have separately.

Measurement: My dog is 18 inches neck, 33 inches chest. Will the medium adjust enough to fit?
