Q: What is actual height? Is 8" total height or above-ground height?

8 inches is total height.Once you pound it into the ground it is 5 inches above the ground. The sharp point parts is 3 inches high.

Q: Can you cut these? If so, how do you connect the pieces after they are cut?

I cut mine with a metal-cutting wheel on my angle grinder, but you could use a hack saw or jig saw, or any saw with a metal-cutting blade. The edging is about 1/8 inch thick steel. You can still connect pieces as long as you don't cut off both ends. I shortened one piece by 8 inches and was still able to connect the uncut end.
