Does the 12L version hold 10kg of flour?

Do not wish to lie haven't measured it but it must do, probably a bit more because I buy a 16 kg flour sack and it fill up with not too much left in the sack.

Is this 12L food bin air-tight - i.e. if you close the lid would it float and protect contents from water? (thinking of using in a canoe for camera)
